Czech Technical University in Prague, as a covered entity under applicable law, has established an internal reporting system in accordance with Act No. 171/2023 Coll. on Whistleblower Protection and related legislation.

Employees, students, and other eligible individuals may use this system to report unlawful conduct or potential violations.

Reporting contains information about possible unlawful conduct that has occurred or is expected to occur at CTU or involving a person with whom the whistleblower has had contact through employment, volunteer work, professional practice, or placement at CTU. This includes conduct that:

  1. constitutes a criminal offense,
  2. constitutes a misdemeanor for which the law prescribes a fine penalty with an upper limit of at least CZK 100,000,
  3. violates the Whistleblower Protection Act, or
  4. violates other legal regulations or European Union regulations in the areas of:
    1. financial services, mandatory auditing and other verification services, financial products and financial markets,
    2. corporate income tax,
    3. prevention of money laundering and terrorist financing,
    4. consumer protection,
    5. compliance with product requirements including their safety,
    6. transport safety, transportation and road safety,
    7. environmental protection,
    8. food and feed safety; animal protection and health,
    9. radiation protection and nuclear safety,
    10. competition law, public auctions and public procurement,
    11. internal security, public order, life, and health
  5. protection of personal data, privacy and security of electronic communications networks and information systems,
  6. protection of the financial interests of the European Union (Article 325 of the Treaty on the Functioning of the European Union), or
  7. functioning of the internal market (Article 26(1) and (2) of the Treaty on the Functioning of the European Union) including protection of economic competition and state aid under European Union law.

The report includes the whistleblower’s name, surname, and date of birth, or other identifying details from which their identity can be inferred; the data on the whistleblower's identity are presumed to be true. Reports submitted by individuals whose identity is already known to the responsible officer do not need to include these details.

The following are not considered reports under paragraph 1 - parts of reports that contain:

  1. information whose disclosure could directly endanger:
    1. the sovereignty, territorial integrity and democratic foundations of the Czech Republic,
    2. internal order and security,
    3. lives and health of persons on a larger scale,
    4. protection of information about public contracts in the field of defense or security, unless the award of these contracts is regulated by European Union regulations (For example, Directive 2009/81/EC of the European Parliament and of the Council of 13 July 2009 on the coordination of procedures for the award of certain works contracts, supply contracts and service contracts by contracting authorities or entities in the fields of defense and security and amending Directives 2004/17/EC and 2004/18/EC),
    5. fulfillment of international obligations in the field of defense,
    6. significant security operations,
    7. combat capability of the armed forces of the Czech Republic, or
  2. information about the activities of intelligence services of the Czech Republic,
  3. information whose disclosure would constitute a breach of the obligation of clergy to maintain confidentiality in connection with the exercise of confessional secrecy or rights similar to confessional secrecy (Section 7(1)(e) of Act No. 3/2002 Coll., on Freedom of Religious Belief and the Position of Churches and Religious Societies and on Amendment of Certain Acts (Act on Churches and Religious Societies), as amended).

 

A report refers to a disclosure by a natural person containing information about possible violation of legal regulations, which the whistleblower learned about in connection with work or other similar activity. Work or similar activity is considered to be:

  • employment under a standard labor law relationship,
  • service,
  • volunteer activity,
  • professional practice, internship.

 

How to Submit a Report

1. Written submission via the Whispero platform

Reports can be submitted at: https://app.whispero.eu/f/mt8r8ugfwqgy23fr.

After submitting a report form, the reporter will be shown a report ID. By entering this ID at https://app.whispero.eu/followup, it is possible to access the report, and if it is not yet closed, to add further information. If the case is closed, the whistleblower is informed, and if any measures have been taken in response to the report, those measures are made available to the whistleblower.

 

2. Written submission via email address

3. Written submission in physical form via licensed postal service or in person at CTU

Physical reports can be submitted, either by mail or in person, to the following address:

The envelope shall be marked "DO NOT OPEN".

Reports can also be submitted to the mailbox located at the reception of entrance A of the CTU Rectorate building at Jugoslávských partyzánů 1580/3, Prague 6.

 

4. Telephone reporting

Reports can be submitted by calling +420239050505. After dialing the telephone number, the whistleblower will be prompted to enter the company code. This code is 495469397. After entering it, there will be a prompt to communicate the report. The whistleblower will provide their report via the call and end the recording by pressing the hash key.

The recording is limited to 15 minutes. Subsequently, the whistleblower will be automatically assigned a report ID via SMS message. Using the ID, they can log in at https://app.whispero.eu/followup. Here they can also supplement the report with attachments and monitor the progress of its resolution and measures taken after its closure.

 

5. Verbal submission after prior arrangement with the designated person

Verbal reports shall be audio recorded or transcribed in a manner that accurately captures the substance of the report. Audio recording may only be conducted with the whistleblower's consent. The designated person or authorized employee shall provide the whistleblower an opportunity to review and comment on the transcript or audio recording transcription, if made; the whistleblower's comments shall be attached to the record or transcript.

 

6. External reporting system of the Ministry of Justice

Reports may also be submitted through the Ministry of Justice of the Czech Republic via a secure electronic form available at: https://oznamovatel.justice.cz/chci-podat-oznameni/.

 

Report Processing Procedure

  • Reports may be made verbally or in writing, and at the whistleblower's request, also in person.
  • The designated person must notify the whistleblower of receipt of the report within 7 days.
  • Within 30 days, they must notify the whistleblower of the results of the review.
  • The deadline may be extended twice by 30 days.
  • The designated person must propose measures to prevent or remedy unlawful conduct.
  • Reports will be archived for a period of 5 years.

 

Only the designated person may review reports and therefore assess them.
